Mark is a career IT expert focusing on large-scale government and civilian IT projects. He is a United States Marine Corps veteran and has worked with Northrup Grumman and Capital One. Mark is a Service Disabled Veteran small business owner of Federal Street Consulting. He has held Board positions with several non-profits that serve veterans.
Treasurer of Tech For Troops
David M. Sams is a tax lawyer specializing in business and estate planning. David is currently the Executive Director of The Community Tax Law Project in addition to advising business clients in his own private law practice. David is a graduate of the Graduate Tax Program at the University of Florida where he also received his Juris Doctor. Prior to moving to Richmond, David practiced as a business and tax attorney first in Gainesville then in Tampa, Florida. Throughout his legal career, he has volunteered at a number of not-for-profit organizations including the low income tax clinic at Gulfcoast Legal Services, Three Rivers Legal Services, and his local Volunteer Income Tax Assistance site, where he was a coordinator. David has advised numerous not-for-profit organizations regarding their formation, applications for tax-exempt status, grant applications, and general governance questions. As a proud Florida Gator, he remains active in the UF community as a member of the UF Law Alumni Council as well as an alumnus of Florida Blue Key. Prior to relocating, David was an active member of the Eighth Judicial Bar Association, Tuscaloosa Bar Association, and the James C. Adkins, Jr., American Inn of Court. David is also a member of the Business and Taxation sections of the Florida, Alabama, and American Bar Associations.
Mr. Drake, Tech For Troops Board member, has been an educator for 34 years. He earned his Bachelor’s of Science degree from Eastern Michigan University and his Masters Degree in Instructional Technology from George Mason University. In 2008, Mr. Drake authored the winning proposal to lead the Virginia Student Training and Refurbishment Program (VA STAR) solicited by the Governor’s Office of Technology and the Department of Education. In 2010 Mr. Drake was named the VA STAR State Coordinator for the project and the program was awarded a $245,000.00 Productivity Investment Fund two year grant to implement the program. VA STAR is now in 45 school divisions and over 73 schools statewide.
In 2015 Mr. Drake transitioned to full-time state coordinator for the VA STAR Program.
Chairman of the Board of Directors
Patrick Logan, Chairman of the Board for Tech For Troops, is founder and President of Seltek Technology Solutions. Seltek, which was founded in 1998, provides Information Technology support to over 100 area law firms, corporations and businesses in Central Virginia. Patrick holds a degree in Management Information Systems with a minor in Computer Science from James Madison University. Patrick is a Certified Computer Examiner and he has extensive knowledge with computer forensics and cybersecurity.
